You can email the author. I've helped him fix a few bugs in the past and 
he's willing to fix new bugs.

Oh, and everyone who has English as a native language, especially if they 
know no other languages.

I wonder why the patch isn't officially included in Pine. I suppose that 
it's because it depends on iconv, but I guess this can be checked during 
compilation, right? It's a real pity to miss such a great enhancement to 
Pine.
