Is header order documented to have to be a certain way?  If so, and
Mail does "mix up" the header order, and you can show specific info about
what it's doing wrong, write up a bug at bugreport.apple.com.

I have no idea if it has any fixes in this regard, but it would be useful to
try the latest alpine and see if it has changed in this regard.
