announce: pymsgauth-filter3 patch

This patch changes Charles Cazabon’s pymsgauth 
(http://pyropus.ca/software/pymsgauth/) in two ways:

1. Run under Python 3 (and 2.7, but maybe not earlier versions anymore)
2. Add a Unix-filter analog of pymsgauth-mail, called pymsgauth-filter, 
designed to work with qmail-qfilter

If you don't want (1), the "pymsgauth-filter" patch is still available.
