Which charset is used, when SquirrelMail pages are displayed? SquirrelMail
does not use meta headers. You should check character set automatically
selected by your browser or you should check HTTP content-type headers.

Could you test your PHP settings in broken setup
(http://www.squirrelmail.org/wiki/TestPHPSettings) and show your core and
mbstring settings and list of enabled PHP extensions. If you use proxy or
some non-standard Apache modules in that setup, disable proxy and show list
of enabled Apache modules.

Could you save broken forwarded email with message_details plugin, remove
all private information and show it here in attachment?

You said that Thunderbird is set to use ISO8859P1. Thunderbird 2.x does not
have such charset in character set listing. Are you sure that you are using
ISO8859P1 and not ISO-8859-1,  ISO-8859-15 or Windows-1252. Could you check
Thunderbird email headers and show charset information from Content-Type
headers. If message is multipart, then check Content-Type headers in
text/plain and text/html message parts. Check original Thunderbird email and
not broken forwarded email.
