I am using memcache in production server but not in the other server.
I have managed to put the same configuration in both server, but the
problems remains.

You said that Thunderbird is set to use ISO8859P1. Thunderbird 2.x does not
have such charset in character set listing. Are you sure that you are using
ISO8859P1 and not ISO-8859-1, ISO-8859-15 or Windows-1252. Could you check
Thunderbird email headers and show charset information from Content-Type
headers. If message is multipart, then check Content-Type headers in
text/plain and text/html message parts. Check original Thunderbird email and
not broken forwarded email.
