short_open_tag and mbstring.internal_encoding are irrelevant. These settings
alone don't create encoding issues. I think other mbstring values are
default or very close to default ones. They should not break things.

Please don't quote messages inline. I want to be sure that they are not
altered by your email program. I need attachments. If you paste them inline,
8bit symbols may be altered.

One more thing. Do you have some Perl based email scanner on your email
server. Amavis or something else written in Perl. If you do, compare
messages saved in SquirrelMail Sent folder with the broken messages received
by Thunderbird. Are messages saved by SquirrelMail in Sent folder broken?

Please note that when you turn off html_mail plugin or memcached, you should
try writing new emails. Don't try to make older emails look good. Issue may
be in email creation and not in email display.
