Use the sample gtkrc.xp or gtkrc.95, put it into
"c:\program files\sylpheed\etc\gtk", then rename
it to "gtkrc". Finally restart Sylpheed to see if
the theme gets loaded.

You can find them at http://claws-w32.sf.net , as
well as some info on using engines.

I currently don't know a good manual about the syntax
of the theme files, you may ask at the gtk mailinglist.

OTOH there are lots of themes at
  http://themes.freshmeat.net/browse/923/?topic_id=923
that may serve as examples.
