Quite so.  And that sword cuts both ways.  I imagine some people might be
inclined to do less than they otherwise would because "that's the
government's job", and I imagine that this argument, too, might not get
very far.

**oh yea, another good point.  If we hand it off to the guberment, then why cant
we say "hey, did my job!"
