I assume you base this on intimate knowledge of their training?  This
department in specific? 

The death was a sad mistake, and one he may have contributed to.  His being
shot and left to die and the paramedics barred is the worst tragedy.

Incidentally, almost all FPS videogames train nearly indiscriminate
shooting. The S.W.A.T. games trained the opposite. They were excruciatingly
tense games because of the emphasis on /not/ shooting, and only firing when
a long list of rules of engagement were met, otherwise you failed the
mission. Supposedly, the games were based very closely on actual S.W.A.T.
training and practices. Instead of training you to run and gun and rack up
the highest bodycount, they trained you in self control and thinking quickly
on your feet and erring, if you had to, on the side of discretion.
