It's a bug (feature?) in the newer versions of CGI.pm.  I just hit the same
issue last week. There's a bug filed on sourceforge, but I didn't see a
patch.  I'm using a highly modified version of grapher, but the fix is not
that tough.  I'll take a look at the standard grapher and come up with
something workable to post.
