That would be okay.  Let me talk to Joe Little in order to get
permission to use the Web server for you.  You'd be holding a user
account for that server.  That is, evidently, only if Joe so permits. 
There's always the source forge web page space, though.

So far, DA has not needed (or perhaps it has, but never used) CVS.  Do
you think CVS or some sort of VCS would help development?

I think a CMS-ed Web site would be a good thing to have for DA as well. 
Currently it's only static.
