Well, it really should be on the website, but it isn't. I would suggest
you grab it from the svn repository, but afaik that isn't accesible
anonymously at the moment. So in the absence of anywhere else to get it,
here's a copy of the current version from the repository:

That document was what Meredydd gave me to write ebqt from, and was in
theory updated whenever something was added or I spotted a mistake, so
it ought to be complete. Questions about it should probably go to the
list so both of us (and any other interested parties) can see them
(Meredydd is a little busy right now).
