You don't need to register a nick . Registering a nick is needed only
when you need a persistent identity and need of any of the services
that the IRC server gives like cloak, memo etc.

umm.. is it a specific room where you can't send messages or all
rooms. Some rooms or channels may have specific roles where only some
may be allowed to msg .

For diagnozing first see if you get something similar on the IRC
server you have logged in :-

Now this is an example of an IRC server I use . I have just cleaned up
so that no personal data is there of mine (see the bits about
alphanumeric and xx.xx.xx.xx) apart from that it's just one of many of
the IRC servers that OFTC serves/shares.

Now the next thing to do is to see which mode a channel is on.

Use

/mode #channel to get sense of the channel.

This is the output from one of the channels I'm presently in.

if any of the channels has +m that means only the chaOps can talk and
not you and me.
