This problem is due to a change in the ICQ servers so you either need a newer version of Licq or you need to patch the old version. The login problem was corrected in Licq 1.3.6 but we very much recommend the latest version so try to get Licq 1.3.7 directly. If a newer version is not an option for you, then patches are available for Licq 1.3.4 and 1.3.5 from the news entry (link below). Note that this requires you to recompile Licq and if you're going to recompile, you might as well compile a newer version instead.
