Dear,

Does the netsaint user have write permission on the files in
/usr/local/netsaint/var? 

For the first permission denied error, you should change a line in the
/etc/rc.d/init.d/netsaint file:

su  $Netsaint -c "touch $NetsaintVar/netsaint.log $NetsaintSav"

should be:

su  - $Netsaint -c "touch $NetsaintVar/netsaint.log $NetsaintSav"
