You've been spoiled by the fedora project re-packagers that adjust
programs to the distribution and keep you from having to read any
directions.   The OpenNMS guys have just added enough of several
distribution-specific packagings to make sure all of the dependencies
are installed and the program will run.  The updates make the program
appear unconfigured and you always have to repeat the same steps.  And
if you are new at this, it is also fairly common for OpenNMS to have
changes in the xml config files, and if you have made your own config
changes the rpm update will save .rpmnew copies instead of overwriting
them.  You have to reconcile the changes and remove the .rpmnew copies
before it will start too.
