I do not think that version of Ubuntu should be a problem. Especially since it works in 12.04. Pegah, could confirm if rest of your system is updated and sane?

Oh!! I always thought that OpenNMS requires some parts of Sun (Oracle) specific implementation of Java. Nice to know that it works in OpenJDK as well.
