I just tested this on my testbench and sending HUP signal to the silcd 
reads the PublicKeyDir and its contents and sets any valid public key into 
the public key cache (SILC Server 0.9.19).  Naturally, the directory needs 
to be one that is accessible by the silcd process when it is running.  
Server log should indicate any possible error that may have happened 
during rehash.
