My main motivation was to make an UTF-8 capable version available.

I did not upload anything in the last time because I'm lazy and
Ubuntu started shipping slrn 0.9.9 from Jaunty (I guess), which is
IMHO good enough for most people (and utf-8 capable). 

If one needs it for the multipart patch, I can upload the last
version I compiled for myself, but I don't think, I'll set up a
repository.

Alternatively you could use the script in the "source" subtree to
build your own deb.
