At risk of shifting the debate, this is a very similar sentiment to that
underlying the OpenURL Framework initative coming out of the digital library
world (see <http://library.caltech.edu/openurl/Standard.htm>  which points
to the ANSI/NISO documents for the information (draft) standard Z39.88 - The
OpenURL Framework for Context-Sensitive Services). Basically the essence of
OpenURL is to transmit open descriptions (identifiers cum metadta) to an
intermediary link server hosted at (usually) the target site which is in a
much better condition to know (and to serve up) appropriate link targets
based on local holdings info and local entitlements or access rights. A link
publisher (in the round) is rather limited in what they can provide their
customers.
