Clinton,
I read your post and I couldn't figure out: What is it you are
trying to do? For example:
What "critical contexts" are you referring to?
What "efficiencies and quality concerns ... continue to persist?"
What are "the technical goals we would all like to achieve"?
What exactly is the "compromise of efficient operations and poor
quality"? And why is it bad?
Maybe if you provide slightly more *detail* as to what you are
trying to do, someone could point you to "sufficient information ...
regarding how to explicitly accomplish" these "goals we ... all"
have.
