As the one who recommended Michael talk to this specific reporter - I 
think my vote is clear. Michael has been doing the work of this role for 
some time, there's no reason he shouldn't have a title too.

I agree with Tom Fitz (wow!) that it is a defect of our current setup 
that the role of "Press liaison" has gone unfilled. Additionally, we 
really ought to have a "Lead Network Engineer" too (to fill the spot 
left vacant by Keegan). Assigning responsibilities to those that are 
willing to do them is a useful leadership strategy!

Finally, I find it ironic that our President, who is currently living in 
California, is making demands about communication. Michael communicates 
with the membership (and board) of Personal Telco more regularly than 
Don does.
