You might consider actually becoming an amateur radio operator ... 
the licensing for VHF is relatively painless. Hams routinely 
participate in search and rescue. In addition, the digipeaters / 
nodes would likely already be there for you to use. In this case, 
finding the equipment / software would be a non issue as 
everything you need exists in the ham realm.
