I considered that, but unfortunately requiring a HAM license won't work for real-world SAR deployments. I need tracking devices that I can deploy into search aircraft piloted by volunteers. Any ideas? > You might consider actually becoming an amateur radio operator ... the licensing for VHF is relatively painless. Hams routinely participate in search and rescue. In addition, the digipeaters / nodes would likely already be there for you to use.
