Obviously not.  Do not forget that high school students do not yet have
the rights of full citizens because they not.  They are in fact minors
and others have many more rights to decide what they are to do. 
Including the school system they are a part of.  If it is not in the
best interest of a student to study under the rules of one school it is
up to his parents to make a decision to change this.
