I think you have something else going on. Such a device wouldn't be a fuse. It would have to be either a resistor that could dissipate half of the power (think large and with a huge heatsink) or a diode, triac, or some other type of thyristor. Not the type of thing one would normally find in a fuseholder. I would look for one phase opening up or possibly a floating neutral.
