This is going to sound a little rude, and I apologize now for that....

Not only does he need to look a little closes, be he needs to back away 
for what appear to me to be preconceived notions and start the 
investigation from scratch--maybe with a new set of eyes in the form of 
an electrician familiar with the facility (ideally) or at least familiar 
with the local practices.

I have a hunch that he is dealing with some kind of back circuit (I 
dunno what--capacitive or inductive coupling, improperly done dual feed, 
something).

It sounds to me like the kind of thing that in the worst case could burn 
his building down or kill somebody.
