Where are you reading that? The policy proposal Theo referred to simply states that domains will not be delegated until they are paid for. Currently, a spammer can register a domain, use it for months, but never pay for the domain, and eventually have it deleted for non-payment. This is, of course, an excellent deal for someone who intends to use a domain solely to send out spam.
