Also, I am not sure that 3G and 2G behaviour seen is purely technical. I
suspect (but cannot prove) that many (if not all) Telcos has deliberately
crippled 2G observed QoS, to "encourage" 3G uptake. Technically this is
possible. Also if Telcos are challenged on this aspect, they can give a
plausible explanation that they are starved for spectrum. You can only chop
spectrum into so many tiny pieces to give zero or more of those to users,
who are perhaps far too many.
