However some applications like MS Outlook don't fully support Unicode. For
example if you use more than 2 languages such as English, Chinese and
French, you can't have Chinese AND French characters in the subject title
(in some views - not all). Then you need to chose whether you can live
without French éèêà and ç in subject titles (they are replaced by Chinese
characters then) or without any Chinese character at all! 

This problems occurs in fact on quite a lot of applications, not only
Chinese ones such as QQ. I also use a multi-lingual translate which is
suppose to translate from any language to any other language (or almost) and
I face the same problem as their input box is not Unicode.

The way to tell an English windows XP system how to 'interpret' non-Unicode
characters and which language is the target language is  by going to Control
Panel - Regional and Language options - Advanced and select the language in
the first drop-down menu. Though you can only chose one at a time...

But that wasn't about Linux, was it? ;-)

Windows 2000 and XP are Unicode based so they support most languages
worldwide on any machine - you can define several languages setting from
control panel. Prior to these 2 Windows versions though, you will have to
install a 3rd party layer, something like Richwin that provides the
character set.
