WebDAV works great. Install Zope and you can have web interface to
manage permissions as well as access files/folders via the web. Zope
also has built in FTP server as well in case you that that too.

Better yet install Plone on Zope, and you will have a nice CMS interface
to search for files (amongst other things) and still have access via
WebDAV and FTP for Gnome on Linux/FreeBSD as well as Windows XP machines
on their desktops.
