Qubes is a distribution intended to provide a strict security separation
between different usage domains. Xen or indeed basically any of the
virtualisation technologies can run Windows, that is reasonably irrelevant
to what Qubes itself if for ...

The idea is that you can keep your personal data, your web browsing, your
employer's data and so forth *strictly* isolated; by running separate VMs
for each task. This is something you can already do, but Qubes aims to make
this sort of separation easier to set up and use, by floating application
windows from each domain onto a common desktop, each one with a clear
color-coded window border to remind you where you are working. It also
separates out all network access into a separate firewall VM, I believe.

It isn't a bad idea, but when I last looked a few months ago it still
needed you to have a touch more than end-user knowledge about the setup,
and was missing a few touches that have been on the roadmap for a while.
