I haven't done too much research about this.  On a large scale there are
projects for actual voting machines like at
http://openvotingconsortium.org/ , these are things our group should pay
closer attention to.  This subject was also brought up by the League of
Woman Voters about the implications of electronic voting machines and
how they should be subject to open scrutiny.  In the context of this
answer though I'm primarily bringing this up because voting verification
is not a simple thing, even for a small group like ours.  A quick search
of freshmeat reveals several voting solutions, many written with php.
One that stands out is phpsgvote.  Check out the documentation:

.  CMU is presently using this for student voting (voting will start
this April 4th at http://elections.andrew.cmu.edu/), so that probably
speaks well about this software's ability to verify voters identity
through secure methods.  This is one type of solution I'd be leaning
towards.
