big sur: no package found for specification 'intltool40'!

Hi,

updated to big sur (11.4) and tried to install a fresh fink into /opt/sw3 
(next to the one from catalina in /opt/sw) via:

git clone https://github.com/nieder/fink
git checkout dpkg1.16
cd fink/
./bootstrap

after a while of it running successfully  I tried to install a first 
package:

fink install intltool40

and got:
Scanning package description files..........
Information about 11010 packages read in 2 seconds.
Failed: no package found for specification 'intltool40'!

now this is mysterious to me, as [/opt/sw3] % !find
find ./ -name "intltool4*"
.//fink/10.9-libcxx/stable/main/finkinfo/devel/intltool40-10.15.info
.//fink/10.9-libcxx/stable/main/finkinfo/devel/intltool40.patch
.//fink/10.9-libcxx/stable/main/finkinfo/devel/intltool40.info
.//fink/10.9-libcxx/stable/main/finkinfo/devel/intltool40-10.9.info
...
.//fink/10.9-libcxx/stable/main/finkinfo/devel/intltool40-10.15.info
reavals files, that should be relevant.

it looks to me, like fink is not finding/using the right file.

my fink.conf is:

SelfUpdateTrees: 10.9-libcxx

and diff intltool40-11.0.info intltool40-10.15.info
