Dear Justin, in my hometown Genova (Italy) the municipality and regional government, have finalised after decades of discussions the agreement for the development of a new highway trunk called 'Gronda di Ponente' (or simply 'Gronda'). Gronda infrastructure is a bypass, aimed in decongesting an existing highway, of the length of 26 km (23 of which in a tunnel) and total cost of 5 billion euros (for a video description of the infrastructure see the video on the first page of the link below). This infrastructure has been for long opposed by inhabitants directly interested in the involved areas and environmentists. In order to overcome this opposition municipality decided to undergo in feb 2009 a Pubblic Debate in the french style, which lasted 3 months. This is the link to the webpage of the pubblic debate: http://urbancenter.comune.genova.it/spip.php?rubrique7068 Even if the debate highlighted the uselessness of this infrastructure, as the objective of the debate was to decide which of the 5 options should be implemented (and not IF te infrastructure were to be realised) the authorities have decided to go straigth and built it.
