denuarave 



GRANTESE  PASS, OREGON  - Dhjetra te burgosur nga nje burg i nje lokaliteti 
per rreth nje qyteti te  vogel Grantes Pass, me 35 mije banore ne jug te 
Oregonit te merkuren pas nje  kohe e mire dhe ne mes te dites, u "detyruan" 
per lirimin e tyre, mbasi  administrata e burgut "kishte mbetur pa para", 
shkaku u tha ishte buxhetit  "bosh", qe perfshiu mes disa shkurtimeve te 
buxhetit federal.

Zyra e  Sheriff te qytetit Grantes Pass tha se u liruan ne mes jave 39 te 
burgosur, nga  60 te burgosur, sa mbaheshin ne ate burg, duke zvogeluar 
ndjeshem popullaten ne  burgun ne qytetin Grantes Pass . Ky burg ka per te 
mbajtur tani diçka me pak se  gjysmen e te burgosurve federale, per te i mbajtura 
ne nje kontrate te arritur  me pare.

"Ne nuk kishim asnje alternative tjeter, mbasi jemi me "buxhetin  financiar 
- bosh" bazuar ne telashet tona te financimit administrativ", tha  zvendes 
sherifi i Qarkut Josephine zoti Don Fasching, megjithese, shtoi ai :"Ne  
jemi shume te shqetesuar per sigurine publike, tash mbas lirmit te te ketyre te 
 burgosurve." 
Sipas  tij "Me shume se gjysma e atyre te burgosurve te leruar do te 
perfundojne  denimin e tyre ne ekipet e punes se detyrueshme - per rehabilitimin e 
tyre.  Pjesa tjeter qe ka mbetur ne burg - nuk u liruan sepse jane duke 
pritur per  gjykim."

Shtypi vendas theksoi se pothuajse te gjithe te burgosurit e  ketij burgu 
kishin akuzat me te shpeshta te cilat kishin te benin me krimet,  lendet 
narkotike, droges, sulmet per vjedhje, perdhunimet dhe shkeljet e  ligjeve.

"Ne beme te pamunduren per te mbajtur me te rrezikshmit e  shoqerise" - por 
ishte e pa mundur per te mbajtur te gjithe ata qe po perballen  me akuza 
per krimet qe jane me denime mandatore ne burg"- tha komandantia i  burgut 
Vicki Smith.

Ne mesin e te burgosurve te liruar ishte edhe nje i  burgosur per dhune 
seksuale, dhe nje tjeter i akuzuar per te rene dakord per te  bere seks me 
para, me nje vajze 14-vjeçare, i njohur me te, nepermjet  internetit.

Zyra e Sherifit u detyrua per te shkurtuar edhe personelin e  saj - ne 
nivele te ulta - qe nga viti 1991 pasi votuesit prerazi hodhen poshte  nje takse 
prej 12 milion dollaresh per te permbushur "nje boshllik" fininaciar  te 
lene pas nga mbarimi i subvencioneve federale te perpunimit te drurit ne kete  
Qarke.  

Tammy  Behrle, e cila jeton i vetem ne nje shtepi ne mes te pyllit dhe nuk 
ka kompjuter  per te kontrolluar faqen e internetit, qe te marre ndonje 
informacion nga zyra e  Sherifit mbi te burgosurit qe u liruan, pyeti zyren e 
Sherifit se si mundet per  te marre fotografite e tyre, ne menyre qe ata te 
dine se kush jane "kriminelet",  e liruar ne se i shikojn ne rruge.



"Une tani kam nje arme ne  "sendyk" - nje pushke automatike e kalibrit 0,38 
Speciale- dhe une do te shkoj  te marre nje leje dhe kam per te marre nje 
trajnim", tha ajo. "Kjo gje mund te  jete nje menyre e cila, do te na mbroje 
nga keta te burgosur qe u liriuan ." tha  ajo  
Angelina  Banachowicz mberriti ne burg per te marr te dashurin e saj, i 
akuzuar si nje  dhunues i i ligjit ne pritje per t'u denuar, pasi vajza e saj 
kishte degjuar per  njoftimin ne televizion.

"Ai ende do te beje denimin ne pune te  detyrueshme - rehabilitim," tha 
ajo. "Por ne jemi te ngazellyer, qe ai do te  jete me ne, tani, pra me femijet 
e tij dhe familjen e tij."

Nivelet e  uleta te personelit nga shkurtimi i buxhetit do te thote se 
vetem 10 shtreter  dhe 10 dhoma paraburgimi do te jene ne ne dispozicion per te 
arrestuarit per  krime, duke e detyruar policine te kerkojne dhe ndihmen e 
qytetarve dhe qe te  tregohen me te vemendshem tani ne lirimin shumices se te 
burgosurve, tha zvendes  sherifi Don Fasching duke shtuar se "Te denuarit

30 county inmates and 30  held on contract for federal authorities are all 
the jail can handle due to  staffing cuts forced by the failure at the polls

Grants Pass, Ore.  He was among 39 released all at once due to layoffs of 
guards forced by the  failure of a tax increase. Smith said he served 30 days of 
a 50-day sentence for  drugs, a minor assault and being a felon in 
possession of a firearm and will  finish his sentence on a work crew. He said he 
plans to ``get a job and do the  right thing'' now that he is out.

by the failure of  a tax increase. The Josephine County Sheriff’s Office 
released 39 inmates,  dropping the population at the jail to 60 _ half of them 
federal prisoners held  on contract. About half will finish their sentences 
on work crews, while the  rest were waiting for trial. The most common 
charges were for drug crimes, minor  assaults, burglary, identity theft and
