Yes - but all the wobbling this allows can allow even nylocs to 
gently unwind themselves, and make the wobble-gap into an air-
gap. Don't forget - we're looking for a mechanism where both 
barrels on one carb are running lean. An air gap is a reasonable 
suggestion. 

I'd also suggest getting the engine to the state where the 2 
primaries are glowing, and cut the power. Whip the lid off the 
suspect carb, and see if there's a reasonable amount of fuel in the 
float chamber.
