So even with an upgraded 396 it still didn't work 
with rebanded system? I would send it back and make them do it right.

$150 for programming is not even in the ball 
park. What type of programmer do you mean? Are 
they going to rewrite the firmware for a 
specialized system not supported by the radio? I 
have no idea why it won't work for your 
purposes...It should track any Motorola system that is FM or P25 modulation.

You should be able to do it by hand for free or 
with a computer program for around $30. Shoot you 
can get a program with a one month trial and 
program it free by using the info in 
radioreference. Most of the recent radios just 
need the control channels to work. Even the 250 
will still work if you put all the active trunk 
channels in it as fm conventional and hit scan.
