IC-R2 cloning causes the unblocked blocked

I have an IC-R2 purchased from a regular dealer in U.S., a cell 
blocked version, let's named it R2Blocked. I also purchased from eBay 
an unblocked IC-R2, named R2Unblocked. From the appearance, one can't 
tell the difference between the two other than the serial number on 
the back (but exactly same FCC labels in English). Now, I do a cable 
to cable clone, to transfer the frequencies from R2Blocked to 
R2Unblocked. Everything is normal as before. After done, to my 
surprise,  the R2Unblocked now becomes cell blocked, no matter how I 
try to reset, restart or whatever. Never again unblocked.

I do not see such thing mentioned in this newsgroup. Hence the 
questions.
(1) Was the unblocked IC-R2 I purchased from eBay modified U.S. 
version? But there's no apparent evidence for that. Besides, there 
isn't a way of doing it as far as I know.
(2) Is it a clone programming error inherently in IC-R2's hardware?
(3) What are other possibilities?
