You do not need to have ctcss running on the R2 to receive transmissions that do have ctcss running. It takes a short time for the ctcss decoder to "kick in" and decide that a tone is present and compare it to the one that you have selected on the R2, before opening the squelch on the R2 Turn off the ctcss on your R2 and you should be fine.
