This sounds as though the radio is not hearing the control channel when 
scanning in non-trunk mode.

Are you sure it is working correctly in non-trunk mode on other frequencies? 
It sounds as though the whole radio might be faulty.

You need to make sure it works correctly in non-trunk mode - including 
receiving the buzz of any control channels - before trying to diagnose 
trunking problems.
