Not sure what happened. It's not the lockout that's important, it's the inclusion of a local control channel. I have done this for years without trouble. The way they designed it, the scanner needs to be in trunking mode to enter talkgroups. Being in trunking mode requires a signal. The 396 doesn't have this limitation.
