Not sure what happened.  It's not the lockout that's important, it's the 
inclusion of a local control channel.  I have done this for years without 
trouble.  In fact I automatically include a local control channel in any 
non-local trunking bank from the start and simply enable/lock it as needed.

The way they designed it, the scanner needs to be in trunking mode to enter 
talkgroups.  Being in trunking mode requires a signal.

The 396 doesn't have this limitation.
