It is extremely unlikely that the PD and FD are so quiet that you wouldn't 
have heard anything at all after a few hours of listening, so I'd be 
suspecting problems with the scanner or the way you've programmed it. 
Remember that these services are probably working off one or more repeater 
towers, and it's the tower transmit frequencies you want, not the radios' 
transmission frequencies.

First thing to try probably is to put in search limits for a couple of MHz 
around where these public service frequencies are and try a search.  It's 
likely that other public services use the same sorts of frequencies and 
something should pop up if the scanner is ok.

Another thing to try is a search of the air band frequencies.  (If my memory 
serves me correctly - and I'm an awful long way away from you - Hollis has 
an AFB and presumably a commercial airport.  You'll be able to find its 
tower and ground frequencies easily enough.  If you're too far away for good 
reception, it'd be worth driving over to watch a few planes and see if you 
can hear the related radio traffic.)

The scanner won't be able to hear US CB frequencies (in Australia, our main 
CB band is UHF and the scanner can hear it fine), but you could try the FRS 
band and see if you can hear anything there.  You might know someone with an 
FRS radio, and this would make that test easy.

However, I have one scanner of this series (a 220 actually) that has "gone 
deaf", and yours could be the same.  This can happen if the radio is given a 
decent bump and the solder connection breaks between the antenna plug and 
the circuit board.  It's easy enough to pull the case off and re-solder the 
connection.
