I have no connection with any of these companies and had been periodically
searching for years on a good way to do this.

When I started I used Andy's Programmer.  Although it was limited it was one
of the only things I could get to work.

I recently bought a copy of ProScan (http://www.proscan.org) and started
programming using it.  I was so pleased that I then subscribed to
http://radioreference.com so I could utilize the automatic downloads feature
through ProScan.  It is by far the best I have found.  I don't listen to
military air so not sure what they have in their database regarding that.  I
stick with mostly police/fire/ems for my local area.
