What port does your device manager say the port is? Don't worry about the baud rate in device manager, the software and radio need to match, I use 19.2k also. I have had Windows (with an USB to serial converter) assign a port number higher than the software can use; i.e. Port 10 or greater. From the device manager->Ports>USB Serial Port>Port settings>Advanced> you can change the port to a lower number in the range in Proscan/other software will use. Let us know what solution you find please. I'm always interested in hear what fixes things!
