I am not certain, but I suspect they are talking about switching from say a microlink or a point-to-point telephone line between their tower/repeater and the dispatch center to using VOIP to connect the two. It is probably cheaper. Transmissions will still go out over the repeater/radio frequency. Hope this helps.
