Hi David, yes this is correct. I've implemented support for multiple UR and L1-L4 entries in response to a feature request. While I was at it I noticed that, like many features in the RIS "spec", the link stuff was slapped together quite carelessly. The UR and L1-L4 fields share exactly the same semantics and processing expectations, therefore it seemed logical to me to use the same risx element for all of them. I didn't announce this change yet as I'm not completely done with testing, but I think I'll be able to make the missing checkins tonight which will make the multiple URL support fully operational (rebuilding of your databases required, as usual).
