Please see document ISO/IEC JTC 1/SC 2/WG 2 N 3354R2 ( http://std.dkuug.dk/jtc1/sc2/wg2/docs/N3354.doc ) and you will find the corresponding decision made at the WG2 meeting in item 'f' of resolution M51.3. Therefore, there no longer is any difference in allocation (check document http://std.dkuug.dk/jtc1/sc2/wg2/docs/n3348.pdf for example, as well). It is a normal process that in some cases character code positions are changed as result of the review in committee and processing of ballots. At this stage, Amd 4 is entering FDAM balloting, which usually means no further rearrangements will be accepted (except in the unusual and unforeseen circumstance of the FDAM ballot failing). I can't speak to the wisdom of that change, but it appears all proper procedures are being followed by both organizations, and the result is complete synchronization. Hope this helps. A./ Here's the text of the relevant resolution: RESOLUTION M51.3 (Disposition of FPDAM4 ballot comments): Unanimous WG2 accepts the disposition of ballot comments on FPDAM4 in document N3344 and instructs its editor to prepare the final text of Amendment 4 incorporating the dispositions. The following changes are noted in particular: - Lanna script is moved out to Amendment 5 per resolution M51.2 above - Improvement of the glyph for 1E9E - Correction to the glyphs for 0333 and 0347 - Addition of annotations to MALAYALAM LETTER CHILLU RR and CHILLU L - Changes in Myanmar Shan entries per resolution M51.1 above - Rearrangement of characters in columns 2E2, 2E3 and 2E4 in the Supplemental Punctuation block per Irish ballot comment T.4 and accompanying modified chart on page 5 in document N3330 - Replacement of 'SWUNG DASH' with 'TILDE' in the names for 2E1B, 2E1E and 2E1F - Corrections to several source reference errors for CJK - Corrections to collection number allocations - Removal of 2018--201F, 301D-301F from the BiDi mirrored list http://www.unicode.org/alloc/Pipeline.html = Common description = http://std.dkuug.dk/jtc1/sc2/wg2/docs/n3269.pdf 2E20=LEFT VERTICAL BAR WITH QUILL = 2E40 2E21=RIGHT VERTICAL BAR WITH QUILL = 2E41 2E22=TOP LEFT HALF BRACKET = 2E42 2E23=TOP RIGHT HALF BRACKET = 2E43 2E24=BOTTOM LEFT HALF BRACKET = 2E44 2E25=BOTTOM RIGHT HALF BRACKET = 2E45 2E26=LEFT SIDEWAYS U BRACKET = 2E46 2E27=RIGHT SIDEWAYS U BRACKET = 2E47 2E28=LEFT DOUBLE PARENTHESIS = 2E48 2E29=RIGHT DOUBLE PARENTHESIS = 2E49 2E2B=ONE DOT OVER TWO DOTS PUNCTUATION= 2E2C 2E2C=SQUARED FOUR DOT PUNCTUATION = 2E2E 2E2D=FIVE DOT MARK = 2E2F 2E2E=REVERSED QUESTION MARK = 2E34 2E2F=VERTICAL TILDE = 2E3B 2E30=RING POINT = 2E38 Russ Stygall p.s.
