corresponding decision made at the WG2 meeting in item 'f' of
resolution M51.3.

Therefore, there no longer is any difference in allocation (check
document http://std.dkuug.dk/jtc1/sc2/wg2/docs/n3348.pdf for example,
as well).

It is a normal process that in some cases character code positions are
changed as result of the review in committee and processing of ballots.
At this stage, Amd 4 is entering FDAM balloting, which usually means no
further rearrangements will be accepted (except in the unusual and
unforeseen circumstance of the FDAM ballot failing).

I can't speak to the wisdom of that change, but it appears all proper
procedures are being followed by both organizations, and the result is
complete synchronization.
