Updating ant to fix build failure

Dear All,

could anybody update the Ant (currently 1.6.5) used in build.bat? 

The current version doesn't support a feature used in build.xml (!) - when
executing 'build jars'.

It was already reported with a proposed fix:

https://issues.apache.org/jira/browse/BATIK-1141

I've fixed it for myself, but it takes time to investigate the root cause,
so it will be beneficial to others to fix it directly in trunk.
