OK, it sounds reasonable for a parser vendor to modify XMLReaderFactory
IF they bundle the SAX classes with the parser. But I don't think we
should require parser vendors to bundle the SAX classes with the parser.
And in particular, parser vendors should not bundle the SAX classes with
the parser if modifying XMLReaderFactory is the ONLY REASON.
